Who Can File a Complaint?
Anyone can file a complaint at the Ombudsman — natural persons as well as legal entities. Your complaint must be against the conduct of government bodies or entities charged with public authority.
What Can the Ombudsman Investigate?
The Ombudsman handles complaints about:
- Poor or unfair government service
- Administrative failures of a government department
- Unfair or improper treatment by a government entity
- Failure to follow proper procedures
The Ombudsman cannot handle civil complaints (between persons or against non-government entities).
Before You File
You must first inform the department or government entity that you have a complaint. Only if the matter has not been resolved satisfactorily can you then file a complaint with the Ombudsman.

What Happens After You File?
Once your complaint is received, the Bureau Ombudsman will review it to determine whether it falls within our jurisdiction. You will be notified of our decision. If your complaint is accepted, an investigation will be conducted in a fair, transparent and impartial manner.
The Ombudsman will conclude whether the conduct of the government department or entity was proper or not and may propose a solution to your complaint.
